A Memorandum of Agreement (MOA) between the Department of Environment and Natural Resources (DENR) V and all the recipient People’s Organizations (POs) under the Comprehensive Agrarian Reform Program Beneficiary Development (CARPBD) were signed by  OIC, Regional Executive Director, Atty. Antonio A. Abawag represented by the Assistant Regional Director for Management Services Engr. Eva S. Ocfemia and all the PO Presidents during the conduct of the Community Based Forest Management (CBFM) Year-Starter Meeting cum Work and Financial Plan (WFP) and MOA Signing of CBFM-CARP Projects for CY 2021 on March 10, 2021 at DENR V, Rawis, Legazpi City.

The MOA aims to extend financial support to all recipient POs in the implementation of CBFM-CARP Agroforestry and Livelihood Projects for the period of one (1) year. All funds provided will be used exclusively by the POs for the conduct of their activities consistent with the approved WFP.

In her message, ARD Ocfemia said that the Department will provide the necessary technical assistance and capacity building to all the POs to facilitate the effective implementation of the project. “You, our CBFM CARP stakeholders are modern heroes in your own way of protecting the environment and lifting your social status through the livelihoods that you create from all the projects you will handle from the Department. Make sure to use this chance to promote the well-being of your family and your whole community”, she added.

For the part of the recipient POs, they will ensure that the benefits derived from the project will be distributed and shared by the members of the organization and come up with sustainable measures for the project.

Both the DENR and the POs recognize the importance of collaboration and partnership in achieving the objectives of CBFM-CARP through the MOA.

The Community Environment and Natural Resources Office (CENRO) Mobo headed by CENR Officer Jean V. Imperial awards Special Patents to the Local Government Unit (LGU) of Mobo, Masbate under the leadership of Municipal Mayor Raymund Osmundo N. Salvacion on March8, 2021 at LGU Mobo Function Hall, Masbate.

Through a ceremonial awarding, four (4) Special Patents for government sites were granted to LGU Mobo namely: a) LGU Mobo- Part of National Heritage; b) LGU Mobo Health Center; c) LGU Mobo Social Hall; and d) LGU Mobo Library Hub.

 The Municipality of Mobo was the first LGU to be awarded with special patents in the entire province of Masbate.

Mayor Salvacion expressed his deep gratitude to the DENR through OIC, PENR Officer Herleo Pavericio and CENR Officer Jean Imperial for the government's effective programs which he said, “will increase the municipality's assets and comprehensive land management”.

The department's program on free patent application under Republic Act No. 10023 expedited the processing of LGU Mobo’s application. As of this date, the Municipality of Mobo only has six (6) on going special patent application under our Free Patent Program,” CENRO Jean Imperial said.

Some 12 cubic meters of assorted lumbers were recently received by the Barangay Local Government Unit (BLGU) of Taysan, Legazpi City from the Provincial Environment and Natural Resources Office (PENRO) of Albay headed by PENR Officer Jerry R. Arena.

The assorted lumbers with an estimated market value of fifty thousand pesos (Php 50,000.00) resulted from previous apprehensions conducted by the PENRO Albay.

 “The lumbers will be distributed to indigent residents of Barangay Taysan. The Barangay Officials have assured us on the proper utilization of the lumbers and necessary reports will be submitted to the Office regarding its utilization,” OIC, PENR Officer of Albay Engr. Jerry R. Arena said.

Forty-two (42) students identified as Environment and Natural Resources (ENR) Ambassadors under the Tayo ang Kalikasan (TAK) program of the Department of Environment and Natural Resources (DENR) received their prepaid WiFi through their school heads on March 6, 2021 at Pili, Camarines Sur.

With these WiFi, the Department of Environment and Natural Resources is hoping that these students will have an easier access to information about the conservation and protection of the environment and putting it to action. Through this, may they also encourage others to care and save the planet through maximizing the power of the new media in this time,” Assistant Regional Director for Management Services Engr. Eva S. Ocfemia said during her message.

Further, the ENR Ambassadors will serve as partner of the TAK in engaging the youth in the promotion of programs that will strengthen youth involvement in the conservation and protection of the environment through Information, Education and Communication (IEC) and other advocacy and social mobilization activities.

The project is in partnership with the Lions Club International District 301-A2, who identified the deserving beneficiaries from San Jose Pili National High School, Sto. Niño, San Jose National High School, Naga View Adventist College, Inc., Tinago National High School, Don Leon Q. Mercado High School and University of Nueva Caceres.

Two Brahminy Kites (Haliastur indus), locally known as “Lawin” were recently rescued by the Provincial Environment and Natural Resources Office (PENRO) of Sorsogon and the Municipal Environment and Natural Resources Office of Matnog, Sorsogon at Barangay Gadgaron.

The rescue was conducted after a complaint was received from the Department of Environment and Natural Resources (DENR) Bicol Hotline 8888 reporting the captivity of the wildlife species.

The PENRO Team immediately responded and verified the presence of such wildlife and informed the possessor of the wildlife on the legal implications of possessing a wildlife without permits from the DENR. The possessor then voluntarily surrendered the wildlife.

Consequently, the wildlife was transported to the Irosin Temporary Wildlife Rescue Center (ITWRC) at Barangay Patag, Irosin, Sorsogon for proper treatment and care before it can be released to the wild.

Under DENR Administrative Order (DAO) No. 2019-09 titled, “Updated National List of Threatened Philippine Fauna and their Categories”, the Brahminy Kite is listed under its Other Wildlife Species (OWS), which needed to be protected. Likewise, all wildlife in the Philippines are protected under Republic Act No. 9147, otherwise known as the "Wildlife Resources Conservation and Protection Act".

The DENR V is continuously appealing to the public to report such incidents and turnover any wildlife to proper authorities for proper handling and release to its natural habitat. Continuous information, education and communication (IEC) campaigns are being conducted by the DENR, which have caused increasing numbers of public turn overs to the office.
