A turnover of leadership ceremony for the Technical Services Division (TSD) of PENRO Catanduanes was recently held at San Isidro Village, Virac, Catanduanes. Outgoing OIC TSD Chief Forester Yolanda G. Sa-ong turnedover her duties and responsibilities to incoming OIC TSD Chief Forester Aldrin B. Barruga, II. The activity was witnessed by the PENRO Catanduanes personnel.

“However, things have to come and go and that we must accept that everything changes. There is a time for everything and you must wait for your right time”, For. Sa-ong said in her message.

Meanwhile, in his acceptance speech, Forester Barruga said that he is hopeful that all personnel of the PENRO will give him full support all throughout his stay in the province.

The change of leadership for the Technical Services Division of PENRO Catanduanes is in accordance with the DENR Regional Special Order No. 2021-096 signed by Regional Executive Director Atty. Antonio A. Abawag dated March 17, 2021.

The Provincial Environment and Natural Resources Office (PENRO) of Catanduanes headed by PENR Officer Imelda D. Baltazar celebrated the 2021 Earth Day through a tree planting and coastal clean-up at Barangay Magnesia del Sur, Virac, Catanduanes.

A Communication Education and Public Awareness (CEPA) campaign was conducted prior to the tree planting and clean-up activities. Moreover, some Information Education Communication (IEC) materials on coastal and marine habitat protection and conservation as well as proper disposal of facemask from EMB were also disseminated to the participants. Both activities aim to raise public awareness on the Earth Day celebration. The Tayo ang Kalikasan (TAK) program of the DENR was also introduced.  

The participants from the Municipal Police Station of Virac, Aviation Security Group Virac, Philippine Army, some personnel of PENRO Catanduanes, and barangay officials and residents planted Talisay seedlings. They also gathered two (2) sacks of non-biodegradable wastes.   

April is recognized as “The Month of Planet Earth” by virtue of Proclamation No. 1482 signed on April 10, 2008 by then President Gloria Macapagal-Arroyo. This year's theme calls us to "Do Our Fair Share to Restore the Earth." In this time of global pandemic, we are reminded to take action in ensuring to have a more sustainable planet and continue to work for a greener future.

A Hawksbill Turtle (Eretmochelys imbricata) was rescued and turnedover by Mrs. Salvacion dela Cruz, a resident of Barangay Suchan, Bagamanoc, Catanduanes to the Conservation and Development Section of Provincial Environment and Natural Resources (PENRO) Catanduanes headed by PENR Officer Imelda D. Baltazar.

Based on the investigation conducted by the Technical Team, the Hawksbill Turtle was captured entangled in the fishing net of her son Ryan dela Cruz. Upon assessment, the turtle has 32 centimeters in length and 27 centimeters in width. The Turtle, however, was not tagged because it did not reach the prescribed measurement for tagging. On the other hand, being in good condition, it was consequently released on the same day.

Hawksbill Turtles are categorized as critically endangered species under DENR Administrative Order (DAO) No. 2019-09. Likewise, all wildlife in the Philippines are strictly protected under Republic Act 9147 otherwise known as the "Wildlife Resources Conservation and Protection Act".

DENR Bicol OIC, Regional Executive Director Atty. Antonio A. Abawag is continuously appealing to the public to report any encounter with wildlife species that may be at risk of illegal captivity or stranding.

A Socio-Economic and Environmental Baselining (SEEB) of the Presentacion Interrelated Livelihood Agriculture Cooperative (PILAC) was recently conducted by the Technical Team of the Production Forest Management Section (PFMS) of the Conservation and Development Division (CDD) together with the representatives from the Community Environment and Natural Resources Office (CENRO) Goa.  

PILAC is a Community-Based Forest Management (CBFM) People’s Organization at Maangas, Presentacion, Camarines Sur. PILAC has an approved 50-hectare agroforestry project for CY 2021. Out of the three hundred (300) members of the PO, 40 members were the subject of the SEEB.

SEEB is an important tool wherein baseline information are obtained, which can be used as basis of comparison of the project’s outcome after its implementation. The information gathered are used to identify the gaps and setbacks to improve the project and achieve its objectives. The SEEB also intends to help field users in establishing data at the start of the project and determine the socio-economic impact of CBFM-CARP projects to its beneficiaries including the bio-physical component of the CBFM three (3) to five (5) years and thereafter on a regular time series.

The DENR Bicol continues to establish partnership and strengthen the linkages to all stakeholders towards the attainment of a sustainable environment.

Free Special Patents were recently distributed by the officials of the Department of Environment and Natural Resources (DENR) Regional Office V, Provincial and Community Environment and Natural Resources Office (PENRO/CENRO) Masbate and San Jacinto, respectively for some government sites in San Jacinto, Masbate.

The Local Government Unit (LGU) of San Jacinto received special patents for their Municipal and Barangay Plaza in District No. II Burgos and Piña. Likewise, LGU San Fernando received a special patent for their Municipal Public Market, Barangay Plaza of Cañelas and Buyo. A special patent was also given to the Security Outpost at Barangay Buenavista.

OIC, Assistant Regional Director for Technical Services Atty. Ronel C. Sopsop said that the distribution of free patents under the Republic Act (RA) 10023 or the Residential Free Patent Act of 2010 is one of the major programs of DENR Secretary Roy A. Cimatu, which aims to help the LGUs in their infrastructure and to increase opportunities that may help the communities.

Further, LGU San Jacinto extended their gratitude to the DENR for the free special patents received.
