The Provincial Environment and Natural Resources Office (PENRO) Albay headed by OIC, PENR Officer Engr. Jerry R. Arena led the inauguration and blessing of the newly built Albay Biosphere Reserve Research and Development Center at Barangay Cavit, Manito, Albay on January 31, 2023.
With a total floor area of 450 square meters, the two-storey building will support the establishment of a Marine Wildlife Sanctuary and Mangrove Conservation in the province and serve as a monitoring and rescue station for marine animals.
Present during the inauguration were Hon. Rebecca D. Chen, municipal mayor of Manito, Albay, Mr. Raymund Daen, who represented Albay second district representative Hon. Joey S. Salceda and Department of Environment and Natural Resources (DENR) V Assistant Regional Director (ARD) for Management Services (MS) Grace L. Cariño, Ph.D.
In 2016, the United Nations Educational, Scientific and Cultural Organization (UNESCO) declared the province of Albay as a world biosphere reserve, which placed the province in the global list of areas for learning about the sustainable development of natural resources and biodiversity.
Albay is the third biosphere reserve in the country following Puerto Galera and Palawan, which were declared in 1977 and 1990, respectively. (With report from PENRO Albay) ###

PENRO SORSOGON, STAKEHOLDERS LEAD 2023 WORLD WETLANDS DAY CELEBRATION IN SORSOGON. The Provincial Environment and Natural Resources Office (PENRO) Sorsogon headed by OIC, PENR Officer Tito R. Migo together with public stakeholders celebrated the World Wetlands Day (WWD) with the theme, “It’s Time for Wetland Restoration” through a mangrove tree growing activity on February 2, 2023 at Barangay Rizal, Gubat, Sorsogon. Participants including the barangay residents, representatives of the Bureau of Fire and Protection (BFP) Gubat, Local Government Unit (LGU) Gubat and PENRO Sorsogon were briefed on how to plant the 150 Bongalon (Avecennia marina) mangrove propagules. The Department of Environment and Natural Resources (DENR) Bicol headed by Regional Executive Director (RED) Francisco E. Milla, Jr. was recently issued with an International Organization for Standardization (ISO) Certification.
The ISO 9001:2015 certificates signed by Operations Director Gilmore Rivera of the SOCOTEC Certification Philippines, Inc. were issued to the different DENR offices on October 18, 2022 valid until March 27, 2025.
 
Meanwhile, the DENR V Regional Office, including its Provincial Environment and Natural Resources Offices in Camarines Norte, Camarines Sur, Albay, Sorsogon, Masbate and Catanduanes, and the Community Environment and Natural Resources Offices in Sipocot, Goa, Iriga, Guinobatan, Mobo and San Jacinto has been certified as operating a management system, which was assessed in accordance with ISO 9001:2015.
 
These Offices were certified for the scope of activities in Public Administration covering the Conservation, Management, Development and Proper Use of the Country’s Environment and Natural Resources.
 
ISO 9001:2015 is an international standard for quality management established by ISO. It outlines a series of guidelines that may be utilized by any company or organization as a baseline to ensure consistency in the quality of the products and services they provide.
 
DENR Bicol is continuously upholding its policy of improving its Quality Management System (QMS) to provide the highest quality of service and social justice to the people. ###

The Department of Environment and Natural Resources (DENR) Bicol headed by Regional Executive Director Francisco E. Milla, Jr., CESO III through the Human Resources and Development Section conducted an Orientation on Mental Wellness and Stress Management in the Workplace Post-Pandemic dubbed, "Have a Brain Break" on July 27, 2022 via Zoom.

The Orientation participated in by employees in the Regional and Field Offices, aims to help employees develop good coping mechanisms in minimizing and reducing stress. Ms. Windalyn G. Baluis of the Department of Health (DOH) discussed the topic titled, “Nurturing the Mind and Body in the Face of Adversity: A Self-care and Supporting Others Approach in Promoting and Protecting Mental Health”.

The DENR Bicol continuously conducts activities to develop and strengthen the mental wellness of its employees.

Forty-two (42) employees of the Department of Environment and Natural Resources (DENR) V took their Oath of Office at the DENR V Covered Court, Regional Center Site, Rawis, Legazpi City on July 8, 2022. This was after their appointments and promotions were issued as prescribed under the Merit Selection and Promotion Plan (MSPP) and provisions of the Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA).

"We work not just for today but more so for the benefit of the future generations. Your appointment or promotion is just the beginning of your journey as stewards and vanguards of our environment. Clench this opportunity and grip it with dedication, passion and professionalism and perseverance," said DENR V Regional Executive Director Francisco E. Milla, Jr., CESO III in his congratulatory speech.

The oath taking was administered by DENR V Regional Executive Director (RED) Francisco E. Milla, Jr., CESO III, Assistant Regional Director (ARD) for Technical Services (TS) Atty. Ronnel C. Sopsop, and ARD for Management Services (MS) Grace L. Cariño, Ph.D.

Another batch of appointment and promotion of employees in the regional and field offices is set in the third quarter of 2022.
