Three (3) Special Patents covering 40 hectares of land were received by the Armed Forces of the Philippines (AFP) 9th Infantry Division at Camp Elias Angeles, Pili, Camarines Sur led by Brigadier General Henry A. Robinson, Jr. on September 18, 2020.

The Department of Environment and Natural Resources (DENR) Bicol under the leadership of OIC, Regional Executive Director Atty. Antonio A. Abawag turned over the Special Patents of the said military camp together with OIC, Assistant Regional Director for Technical Services Atty. Ronnel Sopsop, Caamrines Sur PENR Officer Grace Cariño and Iriga CENR Officer Nestor Franz A. Fortuno.

A Special Patent is a patent issued to grant, cede and convey in full ownership alienable and disposable lands of the government upon promulgation of a special law or act of Congress or a proclamation by the President of the Republic, authorizing the Secretary of the Environment and Natural Resources to issue such patent.

The granting of Special Patents is one of the priority programs of DENR Secretary Roy A. Cimatu to ensure the integrity of military camps and prevent encroachment, usurpation, and proliferation of unscrupulous illegal occupation and adverse claims of ownership by other entities. Through this, military reservations are preserved and used for its intended purpose.

RED Abawag assured the AFP of the support of the DENR through constant collaboration in other areas, which may be the subject of Special Patent such as their Radio Relay Stations and the likes. PENR Officer Cariño and CENR Officer Fortuno are coordinating with the Real Estate Officer of the Philippine Army to see to it that all the required documents are in order to expedite the processing of the same. “We are always grateful to our law enforcement partners, and we acknowledge their big help in implementing our mandates, in turn, we also aid them in whatever way we can,” RED Abawag said.###
