An orientation to the target local government units (LGUs) on the Rapid Land Tenure Appraisal (RLTA) Program of the Department of Environment and Natural Resources (DENR) was spearheaded by DENR Bicol on February 10, 2020 at Ninong's Hotel Function Hall, Legazpi City.

The RLTA is the efficient processing and assessment of the status of the lands in determining its potential and qualification for the issuance of title.

For CY 2020, fourteen (14) municipalities around the region is targeted, namely: Rapu-Rapu and Libon in Albay, Capalonga and Talisay in Camarines Norte, Lupi, Iriga City and Goa in Camarines Sur, Virac and Bato in Masbate, San Jacinto, Balud and Dimasalang in Masbate and Bulusan and Casiguran in the province of Sorsogon.

During the activity, the concept of the RLTA and its benefits in local governance was presented by Engr. Henry P. Pacis, the Chief of the Land Policy and Planning Division of the Land Management Bureau (LMB) Manila. "The RLTA is a big work for the DENR but we can work through it together through a strong partnership with the LGU," he said. Along with this, the status and importance of the Consolidated Cadastral Maps and the success of its production was presented by the Chief of the Surveys and Mapping Division (SMD) Engr. Josie A. Columna. She also shared the transitioning process of land surveying from its traditional way to the digital processing and monitoring through the Land Administration and Management System (LAMS).

"We are truly grateful for the local support on the priority programs of the DENR Bicol. We will be needing your continuous support as we forge the Memorandum of Partnership Agreement (MOPA) with our target municipalities," DENR V OIC, Regional Executive Director Atty. Gil A. Aromin said in his message during the orientation. He assured that the identified municipalities will have complete funding and support from the DENR. Further, he said that the Department will not set aside the importance of the RLTA in Bicol and will continue to strengthen its commitment to the program.

Meanwhile, Ms. Glicerita P. Racho, Development Management Officer (DMO) III of the Provincial Environment and Natural Resources Office (PENRO) Bohol shared the highlights of the program as well as their experiences in the implementation of the RLTA Program in their Office. "There is no perfect strategy. What we need is the flexibility and the strong partnership with the LGUs in the titling activities," she said. DMO Racho also shared the importance of involving the LGUs in the production of the Consolidated Cadastral Maps.

Furthermore, a Commitment Signing was held to signify DENR Bicol's and the LGU's shared commitment in actively participating and supporting the National Government's Program on Public Land Titling. Also, the Initial Land Tenure Profiles were distributed to the LGU representatives present during the orientation.

The RLTA Orientation was attended by all Provincial and Community Environment and Natural Resources Officers regionwide together with the representatives of the different target municipalities, and other DENR Bicol personnel, particularly the Licenses, Patents and Deeds Division headed by For.
