 In the background is a man-made mini forest, an experimental forest currently plantedto different indigenous and endemic species of forest trees and non-timber forest species. Indigenous forest species like  dao, ilang-ilang, pili, molave , malabuho, narra and white lauan including softwood and shrubs are present. The endemic forest tree species are mahogany, yemane, mangium and bagrass. Most of these trees species were 15-20 years old. Some non-timber species were also planted along the creek like bamboo and rattan mixed with non-forest species like kaong and anahaw.

 HISTORY

The Ecosystems Research and Development Service was created on June 10, 1987 pursuant to Executive Order No. 192, otherwise known as the Reorganization Act of the Dept. of Environment and Natural Resources. The Research Service then had two divisions. The Ecosystems Resources Research Division and the Technology Transfer Division.

In year 1999, Technical Services was created as one of the administrative units of DENR Regional Offices pursuant to DENR Administrative Order No. 99-14 and 99-52 which realigned the various divisions and other units in the regional offices with their corresponding redefined functions. The Lands Management Division (LMD) and the Forestry Resources Conservation Division (FRCD) joined Ecosystems Research and Development Division (forn\mer ERRD) and Technology Transfer and Information Division (former TTD) were grouped to make up the Technical Services.

The creation of Coastal Marine Management Office (CMMO) through DENR Administrative No. 8, S. of 20202 gave way to the addition of the Coastal and Marine Management Division as another division to the Technical Services.

Dept. Administrative Order No. 1 S. of 1988, had been restated in DAO No. 2002-27 in November of the same year, which deployed divisions of DENR Regional office to various sectors provided in Executive Order 192. In which case, ERCD (ERRD then), TTD (TTID then) and the CMMD composed the REsearch Service.

Later in 2003, CCMD was integrated with the Protected Areas and Wildlife and Coastal Zone Management Service (formerly PAWS), thereby reducing manpower of the Research Service to just two divisions, the ERRD and TTD.

The formulation and implementation of an integrated research program relating to Philippine ecosystems and natural resources such as water bodies, land and forests, as holistic and interdisciplinary fields of inquiry is the man concern of the ERDS.

The Research Service involves the generation and development of technologies relevant to the sustainable use of our ecosystems and natural resource. As a technology generating agency, ERDS fosters information exchange with and transfer of technology to various government agencies, LGUs, NGOs, private entrepreneurs, researchers, students and stakeholder in different localities in the region.

Likewise, it promotes partnership between DENR and the local government units through the Community-Based Resource Management Project.

Located at Kalisan Park, in Barangay Sagpon, ERDS is strategically located near the boundary of Legazpi City and Daraga, Albay. The area is located at the back of the Bicol University campus, approximately 500 meters form the national road and about 10 minute ride to the city commercial center or the nearest arirport. The are is walking distance from Camp Simeon Ola, Legazpi City. It is bounded by Sagumayon River on the East, Sitio Bagong Lipat on the South, Barangay Sagpon on the West and the Municipality of Daraga on the North.

 FUNCTIONS 

OFFICE OF THE REGIONAL TECHNICAL DIRECTOR

TECHNOLOGY TRANSFER 
DIVISION

ECOSYSTEMS RESOURCES RESEARCH DIVISION

  • approves short-term research proposals for funding;
  • evaluates and recommends approval/implementation of research and development proposals;

  • supervises, coordinates and monitors the implementation of approved research and development activities within the region;
  • approves the publication of semi-technical articles; and 
  • identifies and approves specific technologies to be transferred to the provincial environment and natural resources office for proper management of various ecosystems;
  • Focuses research approach on the management schemes, protection and rehabilitation strategies for various ecosystems and natural resources;

 

 

Technology Verification and Documentation Section

  • compiles research results which have potential assertive importance in solving problems in managing, developing and protecting natural resources and various ecosystem;
  • collates and assembles all available verified information and mature technologies on the management, development and protection of natural resources in the region;
  • packages verified research results/knowledge/information for easier understand and use by target end-users.

Technology Transfer and 
Utilization Section

  • conducts technology verification and transfer activities at the regional level including pilot testing, field trials and application of generated technologies in appropriate ecosystem in the region;
  • develops strategies for effective transfer and adoption of technologies;
  • publishes results of research studies and verification activities in technical journals and through other acceptable forms.

 

Forest Ecosystem Research 
and Technology Section

  • formulates and implements research and development; programs dealing with the regeneration, management, protection and conservation of the dipterocarp forests, other softwoods and their bio-ecological aspects;
  • generates technologies on tree breeding and improvement and silvicultural practices and regimes that enhance the environment and the economic productivity of forest ecosystem;
  • generates technologies for the effective recovery on forest ecosystem and mitigation of adverse environment impact of man’s activities;

Grassland and Degraded Ecosystem Research and Technology Section

  • formulates, coordinates, integrates and conducts research and development programs to generate appropriate technology in developing, protecting, rehabilitating and manufacturing grasslands and degraded lands critical watersheds and open lands;
  • establishes and manages forest plantations of trees and grasses to serve as scientific demonstration in rehabilitating and managing the grassland and degraded lands;
  • establishes seed banks, grass gene banks and tree orchard to help hasten the rehabilitation of grassland and degraded ecosystems;
  • develops appropriate techniques on tree improvement including genetics, seed tree selection, seed provenance, progeny testing and tree breeding.

Upland Farms Ecosystem 
Research Section

  • conducts ecological and socioeconomic assessment of indigenous and potential agroforestry and community forestry schemes;
  • develops appropriate strategies for the adoption and adaption of different technologies developed and tested, for general upland development, social forestry programs and other natural resources management concerns in the upland;
  • assists in the documentation and dissemination of scientific upland management technologies, indigenous upland farming system, social forestry experiences through actual demonstration and other forms.

Coastal Zone and Freshwater Ecosystem Research and Technology Section

  • generates basic information and technologies, utilization, protection, rehabilitation and management of mangrove forest, inland and coastal waterlands, lentic and lotic freshwater resources with emphasis on the enhancement of the ecosystem;
  • develops methods, standards and strategies for the production of an adequate and sustainable management of resources within the coastal freshwater zone ecosystem; and performs other related tasks as maybe directed by higher authorities

 

 

FACILITIES and SERVICES

 

   cClonal Propagation Facility

 Showcases a revolutionalized plantation technology on forestry which utilized the clonal multiplication technology (CMT) for the production of superior quality planting stocks of gmelina, mahogany, narra and indigenous species like sakat and sambualuan. It has the advantage of producing stocks with uniform growth, uniform quality and high yield. The nursery has a potential capacity  of 40,000 seedlings per year.

  Experimental Forest 

An approximate 10-hectare area planted to 38 different forest tree species in eleven plantations. Seeds of important forest trees can be collected from this man-made forest.

 ERDS Mini Library

 Provides scientific literature services (SLS). Open for public use 8 hours/day on weekdays

Laboratory Services (Seed Testing)

Conducts seed collection, processing, and propagation of forest tree species; determines seed viability; monitors growth and survival of seedlings taking into consideration parameters like: germinative energy, percent moisture content, germination capacity, and percent survival in the nursery; conducts seed testing; implements studies on seed storage; conduct lecture on seed technologies

 DENR Kalikasan Park 

Serves as an outdoor laboratory for students and scientists from within and outside the region. Ecotours are allowed. Kiosk, tree house and open picnic ground can be used by the public. At its outskirts are the 1901 American reservoir, tombs of Japanese soldiers, and the World War II tunnel (now the San Lorenzo Ruiz Peace Shrine).

 Seed Production Area (SPA) for Rattan  

Matured stands of rattan (Calamus merrilii) are maintained at the ERDS compound. This SPA is capable of producing 10 million seeds every year.
