The Department of Environment and Natural Resources (DENR) Bicol headed by OIC, Regional Executive Director Atty. Antonio A. Abawag was conferred by the Civil Service Commission (CSC) with the Glass Seal Bronze Award for the Enhanced Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) for having met the Level II maturity level under CSC Resolution No. 2000139 on January 22, 2021 at DENR Hamada Hall, Regional Center Site, Rawis, Legazpi City.
 
The recognition is a result of the onsite assessment conducted by the CSC last September 10-12, 2019. The results of the assessment by the CSC showed that DENR Bicol has managed and implemented its HRM Systems according to documented processes, thereby achieving a process-defined HRM in the four (4) core HRM Systems, namely: Recruitment, Selection and Placement; Performance Management; Learning and Development; and Rewards and Recognition.
 
“As a PRIME-HRM Bronze Awardee, we would like to express our gratitude to CSC for conferring this level of recognition to DENR V. This is a milestone for our Office with the given paradigm shift from the old bureaucracy to the new one,” RED Abawag said.
He also congratulated all officials and personnel, who contributed and worked hard in ensuring that all the parameters and requirements for the enhanced PRIME-HRM are met.
 
“The PRIME-HRM aims to successfully transform our agency’s HRM systems, competencies and practices elevating it to a level of excellence for good governance and for efficient and effective public service delivery”, Engr. Eva S. Ocfemia, Assistant Regional Director for Management Services said.
“The Glass Seal Award is a symbol of DENR Bicol’s effort in continuously and sustainably providing the best service through the guidance of the Civil Service Commission,” ARD Ocfemia added.
