A total of sixty one (61) free patents comprising seven (7) Special Patents, sixteen (16) Residential Patents and thirty eight (38) Agricultural Patents was awarded by the Provincial Environment and Natural Resources Office (PENRO) in Camarines Sur through the collaborative efforts of the Department of Environment and Natural Resources (DENR), Registry of Deeds (ROD) Camarines Sur and the Local Government Unit (LGU) of Calabanga on September 12, 2019 at the Andaya-Baguio People’s Octagon, Calabanga, Camarines Sur.

The seven (7) Special Patents were granted to Sta. Salud Slaughter House, San Isidro Public Market, San Francisco Public Park, Del Carmen Multi-Purpose Building, San Antonio Public Park, Calabanga Municipal Plaza and the Calabanga Municipal Public Plaza.

Key officials of the DENR headed by OIC, Regional Executive Director Atty. Gil A. Aromin, CESO IV and the officials and employees of the Local Government Unit of Calabanga led by Mayor Eduardo A. Severo graced the event.

In his message, RED Aromin lauded the efforts of Mayor Severo, which resulted to the successful titling of the public lands in Calabanga. He encouraged the public to have their lands titled to contribute to the revenue generation of the municipality. He likewise highlighted the collaboration of the DENR and LGU Calabanga, which started with the signing of the Memorandum of Partnership Agreement (MOPA) in 2016 with then DENR Bicol OIC, Regional Director Crisanta Marlene P. Rodriguez. The MOPA was designed to further implement the Commonwealth Act No. 141, otherwise known as the “Public Land Act” and the Republic Act No. 10023 or the Residential Free Patent Law.

Consequently, an LGU-funded Rapid Land Tenure Assessment (RLTA) Program is presently being conducted to assess or appraise sixteen (16) pilot barangays in Calabanga. The RLTA is aimed at producing an accurate and updated land information for the subsequent preparation of a Consolidated Cadastral Map covering the barangays of Barangays Sta. Salud, San Miguel, Sta. Isabel, San Vicente, San Antonio, San Isidro, San Jose Pagatpat, La Purisima, Del Carmen, San Pablo, Sta. Cruz Poblacion, Paolbo, San Roque, San Francisco, Salvacion Baybay and Sabang.

The Handog Titulo Program is part of the 118th National Lands Anniversary, which commemorates the creation of the Land Management Bureau. Simultaneous with the awarding of the patents is the mass acceptance of Free Patent Application conducted thru the joint efforts of the PENRO Camarines Sur, CENRO Goa, Registry of Deeds (ROD) Camarines Sur and the LGU.###
