DENR issues 3,721 free patents to Bicolanos
The Department of Environment and Natural Resources in the Bicol Region pursues the distribution of residential free patents by distributing a total of 1,899 patents in six provinces covering a total of 31.6458 hectares since January 2011 to date. Gilbert Gonzales, regional executive director of DENR Bicol believes “this achievement paves the way for secured land tenure among Filipinos and Bicolanos, in particular, reducing incidences of fake titling”. Issuances of free patent titles are now authorized under Republic Act 10023 wherein a Filipino citizen who actually occupies a residential area for at least ten years may apply for such free patent title.
In a related development, DENR Planning and Management Division disclosed that there had been 1,244 free patents for miscellaneous sales and special patents issued from January to June 2012. Some 578 free patents for agricultural lands land under Comprehensive Agrarian Reform Program (CARP) had been awarded covering a total of 698.8871 ha. There were also 12 cases resolved or decided as to conflicting claims. The total revenue collected is some 2.5 million pesos as of June 2012 representing almost half of what was targeted for the year at 5.3 million pesos.
Lands management-related targets such as free patent, agricultural land title under CARP, and residential patent issuances, as well as cadastral survey constitute four of the seven top priorities identified by RED Gonzales during the recent Management Conference of top DENR officials.
