The Department of Environment and Natural Resources (DENR) Bicol headed by OIC-Regional Executive Director Atty. Gil A. Aromin in partnership with the Environmental Management Bureau (EMB) and Mines and Geosciences Bureau (MGB) has given due recognition to the finest individuals and institutions who excelled in environmental protection and management as the annual environment month was highlighted by the conferment of 19th Saringaya Awards on June 27, 2019 at Casablanca Hotel, Legazpi City.

The Saringaya Awardee for Other Government Agency category is the Metropolitan Naga Water District. They were recognized for their restoration, development and maintenance of the Anayan-Rumangrap Watershed Area in Pili, Camarines Sur and the Kalinisan-Nabuntulan Watershed Area in Panicuason, Naga City inside Mount Isarog Natural Park (MINP) and the relocation of thirty four (34) park settlers through maximum community participation and public awareness for Conservation Farming Communities which led to the restoration of adequate vegetation in the project area, thereby increasing its water holding capacity and ensuring water supply.

For the Local Government Unit (LGU) category, the LGU of Calabanga, Camarines Sur was lauded for being an effective partner in environmental conservation, protection and rehabilitation and in recognition of its continued and strengthened commitment for the implementation of various mitigation, preparedness, response and rehabilitation programs and projects.

Further, for the Academe category, Ragay Central School, Ragay, Camarines Sur was recognized for their efforts in institutionalizing environmental education, conservation, preservation and clean and green program in the school activities. They were commended for their support and promotion of the DENR environmental programs and projects responsive to the five pillars of good environmental governance and practices more particularly, “Isang Puno, Isang Mag-aaral” and implementation of Ecological Solid Waste Management as well as promoting National Greening Program through its Gulayan sa Paaralan.

Further still, Special Commendation were given to Forester Rossauro C. Perillo, Forester Ma. Soledad T. Preña, Ms. Zenaida Bayloses, Ms. Nonie P. Enolva, ARDCI Microfinance Inc., PCOL Melecio M Buslig Jr, Sorsogon Police Provincial Office and Dr. Raul G. Bradecena.

Citations of Appreciation were also given to the 9th Civil-Military Operations (KAAGAPAY) Batallion, PBN Broadcasting Network, City Government of Tabaco, City Government of Legazpi, LTC Melvin A Banua, 2nd Congressional District of Albay, LGU Labo, Camarines Norte, EDMERO Camarines Sur, PCOL Roderico A Roy, Jr, Ms. Arlene Bagadiong, Ms. Edna A. Bagadiong, LGU Virac, Catanduanes, Provincial Government of Masbate, PMAJ Dave E Mahilum, PCAPT Harris H Castillo, LT Edgardo R Aguilar, PMAJ John Murray C Cutaran, PCOL Aarne V Oliquino, PLTCOL Carl Joseph B Jaucian, PMAJ Steve N Dela Rosa and the National Intelligence Coordinating Agency (NICA).

RED Aromin said that the conferment of of Saringaya Awards to individuals and stakeholders is a symbol of great work and honor to those who endeavor to preserve, sustain, manage and protect our biodiversity and the environment that we live in.

Some 75 beneficiaries receive their land titles from the collective efforts of the Department of Environment and Natural Resources (DENR) Bicol, the Provincial Environment and Natural Resources Office (PENRO) of Masbate, the Community Environment and Natural Resources Office (CENRO) of Mobo, the Local Government Unit (LGU) of Mobo through its Municipal Environment and Natural Resources Office (MENRO) of Mobo, the Register of Deeds (ROD) of Masbate on September 24, 2019 at Bituon Beach Resort, Bagacay Mobo, Masbate.

DENR V OIC Regional Executive Director, Atty. Gil A. Aromin extended his gratitude to the participating groups who made the Handog Titulo Program possible for the residents of Mobo, Masbate. He accentuated the significance of these land titles to the locals and promised to carry on with the program to help more residents receive their own land titles. "The DENR is one with the supports local government units of Masbate in their economic development through the Rapid Land Tenure Appraisal/Assessment (RLTA) and the Handog Titulo Program", Aromin said during his message. On the other hand, the RLTA was launched in Mobo and Mandaon, Masbate on September 24 - 25, 2019.

The RLTA is the efficient processing and assessment of the status of the lands in determining its potential and qualification for the issuance of title. A Memorandum of Partnership Agreement (MOPA) was also signed between the DENR V and the Local Government of Mobo and Mandaon. In the same program, the cadastral survey of the municipality of Mandaon was also presented.

The Handog Titulo Program, RLTA Launching, and the MOPA signing was attended by the municipal mayor of Mobo, Hon. Raymund Osmundo N. Salvacion, Municipal Mayor of Mandaon, Hon. Emily E. Hao, DENR V Assistant Regional Director for Technical Services, Atty. Ronnel C. Sopsop, the Chief of the Technical Services Division of PENRO Masbate, Mr. Benito B. Salazar, OIC of the Register of Deeds, Mr. Noel C. Artillero, the Chief of the DENR V Licenses, Patents, and Deeds Division, Ms. Dolores C. Vargas, Mobo CENRO officer, Ms. Jean V. Imperial, other DENR PENRO, CENRO, and MENRO staff, and the Local Government Unit of Mobo and Mandaon, Masbate. *DJNJ

DENR Bicol Hastens Government Procurement Process

DENR BICOL HAS A NEW GUARD. The Department of Environment and Natural Resources (DENR) Bicol has a new guard in the person of Atty. Gil A. Aromin, CESO IV. By virtue of Special Order 2019-07 dated January 7, 2019, Atty. Aromin will lead DENR Bicol replacing Regional Executive Director Atty. Antonio A. Abawag, CESO IV who will also serve as RED of DENR Region 2.
