SUITABILITY ASSESSMENT OF BIODIVERSITY AREAS IN BICOL SLATED

Three (3) areas in the Bicol Region will be assessed to determine its suitability to qualify as protected areas this year. The areas which are located in the provinces of Camarines Norte, Camarines Sur and Sorsogon are some of the areas in the Region which need immediate protection. This is according to the Conservation and Development Division (CDD) staff of the Department of Environment and Natural Resources (DENR) Bicol during the Orientation on Protected Area Suitability Assessment (PASA) on February 21 to 22, 2019 in Legazpi City.

The orientation on PASA was facilitated by the Biodiversity Management Bureau (BMB) and DENR Bicol and participated in by its technical staff from the Regional and Field Offices including the Environmental Management Bureau (EMB) V and Mines and Geosciences Bureau (MGB) V.

The conduct of the orientation is important and timely with the passage of Republic Act No. 11038 or the Expanded National Integrated Protected Areas System Act of 2018 (ENIPAS).

The ENIPAS provides a national legislation for all protected areas to ensure its conservation and protection. It adds at least 94 more protected areas to be legislated. Prior to the ENIPAS, only 13 protected areas of the 113 were legislated under the Republic Act No. 7586 or the NIPAS Act of 1992.

Moreover, the conduct of PASA is mandated under the NIPAS and ENIPAS Law. DENR V Coastal Resource and Foreshore Management Section Ma. Rosa Vida C. Onrubia said that the conduct of PASA is the “initial step for the establishment and declaration of a protected area for its proper management in the Region.”

In addition, the DENR Technical Bulletin No. 2016-04 dated December 2, 2016 stated that the PASA “shall consist of gathering, compilation and analysis of relevant information on the biophysical, socio-cultural, economic and environmental characteristics of the proposed protected areas”.

A PASA committee will be organized for each province and the conduct of PASA will start on March. Some of the activities include barangay assemblies, key informant interviews, mangrove assessment, mapping, writeshops and public consultations.

The DENR V will hasten the immediate need to protect biodiversity areas in the region.### (Article by: JNLoria)
