PENRO CAMARINES SUR INTENSIFIES IEC CAMPAIGN ON PUBLIC LAND TITLING

The Department of Environment and Natural Resources (DENR) Bicol through the Provincial Environment and Natural Resources Office (PENRO) of Camarines Sur headed by PENR Officer Rene C. Camacho intensifies its information and education campaign on public land titling.

PENRO Camarines Sur spearheaded a learning event and People's Day underscoring the basic concepts on public land titling at La Porteria Parish Center, Calabanga, Camarines Sur, which was participated by the members of the Sangguniang Bayan (SB), Barangay Captains and Calabanga Local Government Unit (LGU) personnel.

The learning event threshed out the (1) DENR's programs and projects particularly the National Greening Program (NGP); (2) Permit Issuance; (3) Protection and Conservation of Protected Areas; (4) pertinent Environment and Natural Resources (ENR) laws and jurisprudence; (5) Residential, Agricultural and Special Patent; (6) Department Administrative Order (DAO) No. 2016-21; (7) updates and legal basis of Land Administration Management System (LAMS); (8) Cadastral Mapping and the phases of Cadastral Survey.

The activity was highlighted by the turnover of cadastral maps of Calabanga to Mayor Eduardo Severo. Mayor Severo also expressed his pledge of commitment to support the DENR's programs on land management.

The Land Administration Management System is a program of the Land Management Bureau (LMB) designed to hasten the processing and issuance of titles on lands covered by the DENR. (JMMariscotes)

ISO 14001:2015 CERTIFICATION FOR DENR BICOL

The Department of Environment and Natural Resources (DENR) V aims to have an ISO 14001:2015 Certification before the end of 2019.

ISO 14001 is dubbed as the most important standard for organizations within the 14000 series developed by the International Organization for Standardization (ISO), a Switzerland-based international standard setting body composed of representatives from national standard organizations of 164 member countries.

One of the requirements of the ISO is the creation or adoption of an Environmental Management System (EMS), which will address the environmental issues of an organization.

Through the EMS, organizations will be able to identify and reduce environmental impacts of its operations in the delivery of its services. 

OIC, Regional Director (RD) Atty. Antonio A. Abawag directed the creation of a team at the DENR Regional Office No. V, which shall ensure the implementation of EMS in accordance with the ISO.

The EMS Core Team of DENR V is headed by the OIC, RD together with the Assistant Regional Director for Management Services (ARD MS) Atty. Arnel P. Rodriguez and ARD for Technical Services (TS) Allan L. Leuterio.

The EMS Core Team consists of seven sub teams, which shall address the seven components namely the waste and management program, conservation program, which includes the electricity, water, fuel, paper communication expenses and internet subscription, emergency preparedness and response program, information, education and communication program, compliance and evaluation program, training program and monitoring program.

One of the interesting components of the EMS is the implementation of a Disaster Risk Reduction Management (DRRM) Manual. The DENR V already have its DRRM Manual and itsfull implementation is underway and will be hastened by the EMS Core Team.

Primarily, DENR V aims to reduce waste and minimize consumption of resources within its compound by end of December this year, through proper segregation of solid waste through the “3R’s” or the “Reuse, Reduce and Recycle” scheme, establish a Material Recovery Facility (MRF) and reduce water, electricity and fuel consumption by 5%.

A look back in the year 2016, the DENR Central Office located at Visayas Avenue, Quezon City was the first agency in the Philippines to be certified with ISO 14001:2015.

As the lead agency in environmental governance, DENR recognizes the need to push for excellence in the efficient and effective environmental management within and outside of the organization.
