Accelerated Sustainable Anti– Poverty Program (ASAP) Inilunsad Sa Lalawigan Ng Camarines Sur

Nakibahagi ang Department Of Environment And Natural Resources bilang co- lead agency  sa pormal na paglunsad ng Accelerated Sustainable Anti –Poverty Program (ASAP) sa Camsur Watersports Center (CWC) Convention Center  noong May 6, 2015.

Ayon kay DENR Undersecretary Demetrio L. Ignacio, higit na tinututukan ngayon ng ahensya ang poverty alleviation maliban sa pangalaga sa kapaligiran, sapagkat, ang kahirapan diumano ang pinakamalaking pagsubok sa kapaligiran. Sa pamamagitan ng National Greening Program o NGP, na syang banner program ng kagawaran, higit sa 300,000 mangagawa ang nabiyayaan ng programa at  higit sa isang milyong ektarya na ang nataniman sa ilalim ng programa sa buong bansa  sa apat na taon na pagpapatupad  nito. Dagdag pa ni Ussec. Ignacio, higit sa isang libong public land title din ang naigawad o naipamahagi ng DENR sa mga maralitang pamilya ng Camarines Sur sa nakalipas na apat na taon. “magtulungan sa pangangalaga ng kalikasan upang kahirapan ay maibasan”, ani Ussec. Ignacio.

Ang kagawaran ay kasapi  sa Human Development and Poverty Reduction Cluster (HDPRC) na pinangungunahan ng convener lead agency na Department of Social Welfare and Development (DSWD) kasama ang ibat-ibang ahensya gaya ng Department of Agriculture (DA), Department of Agrarian Reform (DAR), Department of Science and Technology (DOST), Department of Education (DEPED) at iba pa sa pagtataguyod sa programang Accelerated Sustainable Anti-Poverty Program (ASAP).

Ang programang ASAP ay pormal na inilunsad sa lalawigan ng Camarines Sur  sa pagkat ang lalawigan ay isa sa  itinuturing na may pinakamalaking bilang ng maralitang pamilya sa buong bansa.

Maliban sa Camarines Sur, kabilang ang mga lalawigan ng Pangasinan, Quezon, Negros Occidental, Iloilo, Cebu, Leyte at Zamboanga Del Sur sa mabibiyayaan ng asap sa larangan ng universal health care, conditional cash transfer, sustainable livelihood  at iba pa.

Ang pagtitipon na ito ay dinaluhan ng ibat ibang sektor ng lipunan gaya ng Indigenous People (IP), pribadong sector, Civic at People’s  Organization, Local Chief Executives ng mga munisipyo ng Camarines Sur at iba pa.

Ang samahang ito ng ibat ibang sangay ng pamahalaan ay may hangarin na mabawasan ang kahirapan sa pamamagitan ng paglikha ng mga proyektong pangkabuhayan sa pakikipagtulungan ng mga pribadong sektor at Local Government Unit (LGU).

CIMATU VOWS TO STRENGTHEN CENROs, ENFORCE ENVIRONMENTAL LAWS

“I will strengthen the CENROs,” says Secretary Roy A. Cimatu in his message during his recent visit in Bicol. Secretary Cimatu vowed to strengthen the Community Environment and Natural Resources Offices (CENROs) being the frontline unit which delivers the services of the Department of Environment and Natural Resources (DENR) to the people.

According to Secretary Cimatu, he will empower the Forest Protection Officers to ensure their welfare and security. “Hindi tama na binabantayan ninyo ang mga puno, pero hindi ninyo mabantayan at maipagtanggol ang inyong mga sarili. We will train you. Pag-aaralin natin yan,” he said.

Citing his major thrusts for the environment, Secretary Cimatu emphasized clean air, clean water and solid waste management. He vowed to protect the environment by strictly and fully enforcing the laws. “We will do something for the environment, and I need all of you,” he stressed. He is optimistic that with the help of all DENR employees all environmental laws will be implemented to the fullest.

Meanwhile, Secretary Cimatu expressed his awe to Bicol Region being home to the world’s most perfect cone volcano and the world’s smallest commercial edible extant fish. He said that both Mayon Volcano and the Sinarapan or locally known as “Tabios” should be protected including all our natural resources. His orders for their protection were made explicitly to the Provincial Environment and Natural Resources Officers and Community Environment and Natural Resources Officers where these two (2) wonders are found.

The Environment chief likewise warned employees about zero tolerance on corruption. “Do your work with honesty and integrity. Corrupt officials and employees will be punished. You don’t have a second chance with me,” the environment chief said.
